It isn't. The above is my sloppy summary of the mathematical expression
in N1570 5.2.4.2.2p2. "f[k]" is actually written as "f" with "k" as a
subscript; it denotes a digit of the significand. If b (FLT_RADIX) is
2, each f[k] is a bit.
If you have a copy of N1570 it's easier to read it there, but here's the
description of the parameters:
s sign (+/-1)
b base or radix of exponent representation (an integer > 1)
e exponent (an integer between a minimum emin and a maximum emax)
p precision (the number of base-b digits in the significand)
f[k] nonnegative integers less than b (the significand digits)
where +/- is a plus-or-minus sign and "emin" and "emax" are written with
subscripts.
