I'm not sure I understand what you are saying.  Why do you need a 
footprint for the QFN if I am doing the board layout?  Or are you saying 
you don't have a footprint for a 48 pin DIP?

Ok, I hear your story and feel your pain.  I will likely do one for both 
packages since the minimum order quantity is 3 boards at $5 per sq inch. 
  I think anyone can afford $8.   Maybe I can do a board that uses a 
smaller package with fewer leads and get the size small enough to make 
the cost come out to $4.30 once again?  :)
