Historically they had network-wide minute pulses that kept every clock in sync, and synchronised a lot in the signalling system for the tracks. The clocks were left to free-run for 60 of those "983 ms" seconds and then stop; and then be advanced by the minute pulse, which also advanced the minute handle, and set it off for another 59 "seconds". This way the clocks in the whole network were kept within 990ms of the correct time even if they had a drift of 1:70. If you observe a railroad clock you can see that it takes two "seconds" while advancing the minute handle, and another 59 around the clockface. Still operates this way in Norway, Sweden and the UK observed the last 3 months. -- mrr
