You are continuously whinging about incomplete compiler installations 
(especially clang), old or missing libraries and on and on.

There you go again, introducing unnecessary asides into a thread.  If by 
"hand-holding" you mean working package management then I'm all for it. 
You will find working package management on just about any platform 
other than windows, so it isn't a Linux thing at all.

If you want a working development environment on Windows do what we do 
at work, just install Windows Subsystem for Linux (WSL) and you'll have 
the best of both worlds on a single machine.  No more faffing around 
with cygwnin, mingw or other compromises.  I'll even give you the link 
so you can't plead ignorance:
