Let me ask you a question. If I ask you for stats, numbers calculations and 
measurements and you fail to give to give a single example. Is it not fair
' science' for me to question your assumptions? 
You cited one paper that hasnt a single example of data in it. Just a few fancy graphs.

And how do you know deflection by refraction isnt too small to measure? You dont
know what the refraction index of the medium is. 

Give me some vlbi data on a * single* source at different declinations. Then give me
accurate density measurements on the so called plasma you refer to. And refractive
index in radio for that medium. Then tell me how you know this refractive index.
Because my reading of it is that the effects of refraction in the ionosphere
fall off virtually to zero in the ionsphere above a certain height. AND, that in fact
very little is known of plasma effects even at these heights  and that the conditions are 
highly changeable and extremely complex for that even which is known.
Contrary to your erroneous claim you know exactly what the refractive index is
for the local ISM.

Looking at your graphs maybe the only fact that is available is that the angle
of deflection from the sun is directly related to the deflection observed. And
that doesnt seem inconsistent with refraction. At least Shapiro never proves
this to be inconsistent.
