That is clearly NOT talking about a mechanism for numbering wavelengths, 
but a system that was originally intended to allow the military to get 
metre-level (not millimetre level) accuracy, while the civilian use was 
limited to a much less accurate system. However, it is no longer used.

I doubt the military would have a use for millimetre level accuracy.
