This is creation of an event under 'false flag'. This would require some kind of guise or material objects, that are symbols or typical behaviours of the group, you try to blame for what they have not done. So some kind of events is necessary, where symbols like flags of other countries are used. Other possibilities are wrong uniforms, masks, wrong names or false ethnicity. Very simple (stupid) example: if your paint you face black and then pretend to be a negro. Or: English soldiers wearing German (Nazi) uniforms and doing something nasty in that guise (at later blame Germany for that). But something physical is necessary, if you want to talk about 'false flag operation'. TH
