Hi Odd,
You forgot one other motive. Jim is effectively promoting his book.

yes he has a self published book on Amazon. One of many conspiracy
theorists. He saw the competition was too great in the UFO field.
Saw that weather was possibly the "next big thing" TM in the
conspiracy world. Figure out an angle and jumped in.

Otherwise he seems harmless.
