There is no should be. And skype has just stopped doing that.

Trivially easy when the country has had enough
of a clue to use a different prefix for mobiles.

If the receiver has no say on who calls them, there
is no reason why they should pay a cent for receiving
a call that may be of no use to them whatever and
may be a complete waste of their time.
