I would be interested to know if anything at all is logged to the
console or system logs when the pointer changes to the hand. Open
/Applications/Utilities/Console and watch it while you do a test. Report
results here.

The fact that this happens only in one account is good - it means it's
not a system-wide issue, and likely has something to do with a
preference file or cache file in your user account.
