In C, every "Malcolm function" if I must still use the term can be written
using just the language, and none of the libraries. Not a single
"Malcolm procedure" can be written using just the language, ubless
IO is memory-mapped and you know the absolute address to which to write,
in which case you are using a non-portable feature.

So C does make the distinction I'm making.

That's not necessarily true of other languages where IO is implememted
by statements which are part of the language and always available.
