Not ruled out, but - if you read the entire article - do explain
why water based is far, far more likely to the best of our
knowledge (which is to say, the knowledge of people who actually
know what they're talking about).

We *know* life is possible based on water. And we have some idea
what to look for to detect it.

We have no idea if life is possible based on anything else, and if
it is, we have even less idea what to look for to detect it.

And resources for the search are pretty limited. It'd be idiotic to
expend them looking for something we have no idea how to detect,
instead of something something we *do* know how to detect.

(And we're far more likely to detect the technolgoical signs, like
radio waves, than the chemical side effects of life on a distant
planet, anyway.)
