The C in CIDR stands for Classless; the Class system went away,
even though people still routinely (and slightly incorrectly)
talk about any /24 as a class C.

192.168.1.100/24 either means:

one IP, 192.168.1.100, with a /24 network mask to define the
network

or

the entirety of 192.168.1.*, but badly specified.

The first meaning is more usual.
