I suggest you start with this article. https://en.wikipedia.org/wiki/IP_address The reason your idea won't work for IPV4 is explained in https://en.wikipedia.org/wiki/IP_address#IPv4_addresses Each of the four quads represents 8 unsigned bits. So the range is 0 to 255. 768 won't fit in 8 bits.
