It was working.  Those laws are still on the books... but no one is 
enforcing them.  It's the administration that is at fault for not going by 
those laws.  The odd part is that those that did immigrate lawfully aren't 
happy about the open border that is now lawless because the current 
administration actually doesn't care.  A lot of these illegal immigrants are 
now bringing in diseases that used be checked and treated if they had the 
proper admission.
