I was, I thought, quite explicit: the references would be interesting
because you have not been prepared to answer my questions. Maybe
someone else's explanation would make things clearer.

Did you find:
Simon Peyton Jones, "Tackling the Awkward Squad: monadic input/output,
concurrency, exceptions, and foreign-language calls in Haskell",
Microsoft Research, Cambridge, 2010.

It may do, but not necessarily. An exception might be raised instead or
as well. Obviously that, too, makes it not a pure function. At first
glance, that stops is being even a Malcolm function. Does it?

Eh?

Yes, that's exactly why it's a good example. I shows that you don't
mean "this code is like a mathematical function" in any of the normal
senses. The more exceptional the example, the more usefully it
illustrates your odd point of view. Look at all the posts people have
made suggesting you probably mean something like a "pure function". Had
you given this example, you'd have stacked out the ground covered by
Malcolm functions much more quickly.

That's right. Maybe I exaggerated when I said "slightly more general".
The semantics of some code is defined in terms of functions of the
program's execution state -- defined to include anything that impinges
on the code's meaning.

Generally, there is no need to include "drive present/removed" in the
state because a language's IO interface will abstract out such details.
But you can add as much of the gory details as you want.
