Because this says: "Modifier keys are now returned on key up in X11, as in Win32. And in general, modifier key reporting is more consistent across platforms." "Modifier keys" is the magic terminology you need to look for. It's quite clearly possible - because otherwise the program I'm writing this in wouldn't work (it famously makes a lot of use of modifier keys). But that doesn't mean it's easy! It's just one of these things. You're expressing the same sort of incredulity I'd express on saying "you mean I can't have 8 virtual desktops and switch between them with a single key press, chain 10 little filter programs together or boot in very few seconds indeed". Some things do some things well and others - which sound just as easy - very badly. Others do others.
