Yes, I think he may be saying that newer CPU's don't give as much
control over floating-point arithmetic semantics as the old ones did.
It's certainly true that most HLL's don't give access to those controls.
He fulminated for years against the way Java was screwing up scientific
computing because it didn't give that control.  I think some stuff was
added to C99 to address his complaints, though I haven't used said stuff
myself.
