Around here the local distribution network is 10 kV (25 times 400) or 21kV (really 20800, 52x400V). You would want this to be an even multiplier to make the transfomer design simpler. A very small pole transformer may have just 8 windings on the secondary, thus needing 480 on the primary (US, 7200) or 200 (EUrope, 10kV). Keeping them pretty even makes the winding easier. -- mrr
