A "read only" site is one that I only read, no log ins, no comments, no 
buying anything.  In many cases, I might only visit the site once in a 
blue moon (and in many cases less often than that.

I can't remember the last site that I went to where I'd do anything like 
that. A site that asks to set a cookie before it even loads says to me a 
site that wants to stalk me.  If they can't give me an explanation (in 
plain English) as to why it is needed, then I'll decline it.  If it is a 
site that I log into, then that is a different proposition.  Sites that 
offer no options, but want to set cookies to "enhance my experience" are 
assumed to be in the stalking category.
