That is not my experience.  A list of installed apps gets restored,
for example, but not necessarily all of the installed apps.  Some of
them end up needing to be downloaded again.

Also app data is sometimes restored, and sometimes not restored.

Wrong. I've indicated other ways already.

One preference setting.  Not a lot of hoops.
