Nope. It restores the backup. Then it performs a synchronization to copy any music files that are on your computer to the device. Because you: (a) had the music on the computer in question, and (b) followed up the backup restore with a sync If the computer had not had a copy of the music from a sync (which is NOT the same as a backup), you would not have your music on the iOS device.
