The key difference is that without the "static", there's undefined behavior only if the code for func(p) tries to access x[i] for values of i such that p[i] would have undefined behavior. With "static 100", it's also undefined behavior to call the function with a pointer to less than 100 consecutive accessible 'int' objects, regardless of what func() actually does with x. I don't fully understand what opportunities this opens up for optimization, but if Tim says there are some, I'm willing to guess that he might be right. But for me, the only useful aspect of this feature is one not guaranteed by the standard - the possibility of getting a warning message during compilation of the program.
