Es geht darum, Schwarzarbeit zu bekämpfen. In D können 
Handwerkerleistungen von POrivatpersonen (bis zu einer nicht allzuhohen 
Summe) bei der Einkommensteuer geltend gemacht werden; allerdings nicht 
per Grenzsteuersatz, sondern man bekommtm pauschal etwas mehr als die 
Mehrwertsteuer auf die Arbeitszeit zurück, nämlich 20% der Arbeitskosten 
(nicht 40%, wi9e anderswo hier zu Faden behauptet wurde). Allerdings nur 
dann, wenn die Rechnung per Überweisung auf ein Konto des Handwerkers 
beglichen  wird  und ein entsprechender Kontoauszug da ist. Mit anderen 
Worten, das Finanzamt will erstens wissen, über welche Konten der 
Handwerker bezahklt wird, unbd es will zweitens die beliebte Masche 
"wenn Sie keine Rechnung brauchen, kann ichs billiger machen" 
unattraktiv machen - das Finnanzamt geht also davon aus, dass der 
Grenzsteuersatz des Handwerkers höher ist als der Mehrwertsteuersatz.
