For Apple to take that on, Apple would have to take over the development of Windows and of MS Office for Windows, and I am certain that Apple doesn't want to do that, especially considering that that would entail support and compatibility with hardware from Apple's competitors. So Microsoft doesn't have anything that Apple needs.
