if you do absolutely nothing with the ipad, then you don't need itunes
*or* the ipad. 

most people will find the lack of itunes to be an issue, since there's
a lot that can't be done without it, including what's listed above,
plus a *lot* more.

no, actually it's not common.

most people have a variety of stuff on their ipads, from photos, music
and videos to data in various apps, and they want it all backed up, if
for no other reason that when they get a new device, all their stuff
shows up without any hassles. 

icloud gets only 'the most important data'. that's not all of it.

music *from* the store, yes. music not from the store requires itunes.

it's also a *lot* easier to manage music in itunes than on the device
itself, such as creating playlists, particularly smart playlists.

nope. the other four require itunes. icloud does not make a full
backup. photos, in conjunction with iphoto or aperture, is *required*
for syncing photos into albums along with with faces and places. music
and videos can only be synced with itunes unless you want to deal with
a third party player and lack of features and integration.

it is definitely more limiting. that might not matter to you personally
but it does matter to most users, since most users use itunes with
their devices.
