Ja. Man darf diesen Satz nur nicht falsch verstehen und er ignoriert 
indirekte Effekte. Für ein örtliches Wasserwerk weiß ich es als 
ehemaliges Ratsmitglied genau: 4/5 der Kosten sind fix, aber nur 1/5 
der Einnahmen, die Grundgebühr. Würde man die Tarif- an die 
Kostenstruktur anpassen und dann den Aufwand und die Kosten für die 
vielen Zähler mit dem einen Fünftel vergleichen, dann lohnen sie sich 
tatsächlich nicht und ein Festpreis pro Haushalt ohne Messung wäre 
sinnvoller.

Der indirekte Effekt ist natürlich, daß der Gesamtverbrauch ins 
ungeahnte ansteigt und eine ungeheure Verschwendung einsetzt. Strom, 
vor allem Wasser- und Kernkraft, das Netz sowieso, hat eine ähnliche 
Kostenstruktur und man kann dieselben Überlegungen anstellen. Ohne den 
indirekten Effekt lohnt sich die Messerei wirklich nicht.
