It is also incorrect because you have it backwards: First the speed of light was measured (Galilei 1620, Rømer 1676, Huygens 1678), then more measurements showed that it was constant in the same medium (Bradley 1728, Arago 1810/1838, Wheatstone 1834, Arago 1838, Fizeau 1849, Foucault 1851, Cornu 1875, Michelson 1879/1881, Michelson & Morley 1887, Hertz 1888, Michelson 1926, Essen 1947, Froome 1958, Boulder@NBS 1973), and after it had been established by many of those experiments to be constant in the same medium, a symbol for it had emerged.
