Depends where you live. Some parking buildings / parking lots are owned
by the local Council, so are patrolled by their ticket officers.

Yes, it is parrallel to the curb.

It usually depends on the width of the street and how busy it is as to
whether they chose to use "parallel to the curb" or "perpendicular /
angular to the curb" parking. Either method can use "metered" parking -
these days actual inidividual parking metres for each car are fast
disappearing and being replaced by a pay station that issues a
time-stamped receipt to put in your car window.

Having to pay for parking (or even time-limited free parking) is rather
ridiculous and simply puts many people off bothering to go there, and
then the idiots in local Council stupidly wonder why they don't have as
many visitors to the area. :-\ There's one suburban shopping area
near me that has paid parking areas, and it's virtually a ghost town
for shoppers compared to the other surrounding suburbs that have free
parking.
