Here in New Zealand parking wardens can give tickets for expired
parking metres / parking receipts, parking too long in areas signposted
as specific time limits (wihtout metres), and illegal or obstructive
parking. For the time limit signposted ones they go around and put a
chalk mark on the tyre (although these days I think they also note it
down on a small tablet-like device), and if it's still there next time
around the circuit, they give you a ticket.

In some places there's also a local by-law that means they can give you
a ticket if you kindly give your excess parking time to another person
(e.g. you pay for two hours and put the parking receipt in the car's
window, but are only there for half-an-quarter so give the parking
receipt to the next person). Of course that's because the greedy
council wasn't making as much money as they wanted / expected, so with
the new law they're basically just stealing people's money since you
can't get a refund for the excess unused time. :-(
