no they didn't. 

all that happened was an alert that said the app needed to be updated
and that using it can slow down the phone.

yes it does.

instead of a sudden cutoff, 32 bit apps will continue to work, but with
as yet unspecified compromises.

check back next week when those compromises are almost certainly going
to be known.

all they said was that there would be compromises, which can mean
pretty much anything.
