If we have two identical bottles one with Super Washing Soda in it and the other with Borax in it, with no information written on the bottles as which one is which, then how we determine which one is which?

super washing soda is 85% Sodium Carbonate (rest is water)
anhydrous Na2CO3,Sodium carbonate crystallizes from water to form three
different hydrates:
sodium carbonate decahydrate (natron), Na2CO3·10H2O.
sodium carbonate heptahydrate (not known in mineral form), Na2CO3·7H2O.
sodium carbonate monohydrate (thermonatrite), Na2CO3·H2O.
density
2.54 g/cm3 (25 °C, anhydrous)
1.92 g/cm3 (856 °C)
2.25 g/cm3 (monohydrate)[1]
1.51 g/cm3 (heptahydrate)
1.46 g/cm3 (decahydrate)[2]
..................................
Borax, also known as sodium borate, sodium tetraborate, or disodium
tetraborate
The term borax is often used for a number of closely related minerals or
chemical compounds that differ in their crystal water content:
Anhydrous borax (Na2B4O7)
Borax pentahydrate (Na2B4O7·5H2O)
Borax decahydrate (Na2B4O7·10H2O)
density (solid)
1.73 g/cm3 (solid)
........................
one has carbon, the other boron, unknown is the water content. So heat
them both up to drive out the water, then determine the density.
or you could put some ants in each bottle, one kills ants

What are the bottles made of? The boron in the borax can be detected using NMR, neutron activation, etc. (I suppose you have some "traditional Persian" method unknown to Western science in mind...) I suspect the reflectivity will be a bit different too. Mark L. Fergerson

Sergio's suggestion is not that easy, I'm not sure simply heating them will get rid of the water. How about burning them in a candle's flame and observing the color. Something about Boron's energy levels must be different from those of carbon :)

Borax I expected to show greenish color while carbon the usual color of fire. But both powders burned with same color. The only difference I observed was that one puffed up like popcorn while burning and the other just burnt off without going through additional physical changes.

[the puffed up one had lots of water (hydrate) in it(?))
specs on above link, lots on ebay too;
Premium Quantitative Spectroscope
SKU | PH100QA
Measure light, wavelengths, and color from light Sources
Measure wavelengths from 400nm to 700nm
Accuracy is +/- 5nm
EISCO Premium Quantitative Spectroscope
(1) Spectroscope
This is the most durable and accurate spectroscope available on the
market as it modeled to firmly hold the diffraction grating and scale,
unlike other models which tape the grating and scale to the body of the
spectroscope. The results are a brighter easier to see readings to
measure wavelengths against a scale so that a user can collect numeric
wavelength data.
Common uses for this spectroscope are measuring spectra emitted from
charge gas tubes, flame tests, as well as some basic astronomy applications.
The spectroscope works by light entering a slight which then a view
observes the light a diffraction grating and see through the diffraction
grating to a wavelength scale.
Have fun viewing different light sources you see every day to determine
what wavelength they are actually emitting.

The spectrometer I first time became familiar with was the size of a refrigerator :) The year was 1972. Of course it had the camera and film developing process all in itself. As cheap as the one you pointed at is, still to stick to household material instead of ordering something one can make a simple but quite effective one using a CD.
