Trouble is, there's a LOT of water in the universe. Now, you could have life (on Titan, maybe?) that isn't based on wat4er. But then they wouldn't need it. It's kind of like the bit in _Triplanetary_ where the Nevians (who have plenty of water) go exploring, looking for iron, resorting even to draining the hemoglobin from human bodies. There's a LOT of iron in the universe; I understand it's the final product of a lot of nuclear reactions. It's as silly as "Mars Needs Women."
