No, it is NOT by decree. It is a THEORY that the electron is fundamental, which from the theory of what leptons are. Scientists regularly try to examine whether the electron is fundamental, which would disprove it being fundamental if there was evidence for it. That's how science works, remember? So far, experiments that attempts to measure its size have come up with "extremely small" and consistent with zero, and attempts to measure its structure have shown no structure whatsoever. This supports the theory that the electron is fundamental.
