That does not matter.  It works in nature, and in physics.  With regard to 
static electricity, when you get “zapped” (as Tom put it), there is an 
electric *discharge*.  There is only a electric discharge between two points 
if their electric charge is different, i.e. the (electric) _charge_ 
difference is not zero (cf. lightning).
