Yes, that is the current assumption. It is required for two observations: 1. that the range of the electromagnetic interaction, for which photons are the carriers, is apparently infinite; 2. that this interaction happens at the speed of light (which lead to the oft-confirmed assumption of Maxwell that light *is* an electromagnetic wave). It is possible that this is not exactly so, that photons have a small mass that is just very close to zero. Then the range of the electromagnetic force would not be infinite, but just very very great (up to including about 90 billion light-years proper distance and increasing, as we can still see the CMB), and then either they could not travel at the speed of light or relativity would have to be revised or replaced by a better theory.
