While the early CPU's, e.g. the 80186, 80286, 80386 and 80486 did have full backward binary compatibility with the 8086, current processors have limited, at best, 8086 compatibility and some newer chips do not have it at all. So if Microsoft for some bizarre reason wanted to support 8086 code, they would have to provide a virtual machine to ensure it would run with all modern CPU's.
