We are dealing with the low-speed realm where v << c. Length contraction and
time dilation effects are negligible.
I saw no need to work with anything beyond first order terms. The expression
that I used is simply c/n ± v modified by the Fresnel drag coefficient.
The Fresnel drag coefficient was originally interpreted in terms of partial
aether drag and was validated by Fizeau. It is now understood to be the
natural consequence of the relativistic formula for addition of velocities.

If you wish to rework the experiment so that the rod is flying around at
thousands of kilometers per second, then of course you need the exact formula.

It lacks the directness of say the Bertozzi experiment for relativistic energy, the Ives–Stilwell experiment for relativistic doppler shift, Hafele–Keating experiment for time dilation etc. ROS experiments seem pretty pointless for me because time dilation confirms it indirectly: if time intervals are relative, then simultaneity also being relative is hardly surprising.
