Yes, it does appear you are incapable of learning.

"Run away! Run away!!"

But you indirectly claimed it is wandering around in frequency because
the oscillator has to keep adjusting to compensate.

The phase locked loop and adjustment is so that the oscillator remains
locked onto the Cs frequency. All oscillators tend to drift due to
component aging, temperature variation etc. They need to be kept locked
on.

No, now there is a network of atomic clocks which all keep in step.

A standard at any one spot won't work because just gravitational time
effect will keep any other clock at a different altitude. Can be corrected
the same way the GPS clock is.

>The cesium atom is a very stable atom. As long as it remains in one location

Incorrect. As long as it is a proper clock (look up the definition),
it will keep proper time at the location.

>If you move the clock by raising it or lowering it or by transporting it,

It is to the local observer as long as it remains a proper clock.

If it goes off on a trip, then that is correct.

Your incorrect opinions noted and disregarded.

If it is a proper clock to the observer, yes. Otherwise no.

There is nothing special about the surface of the earth. It must be
stationary and local to the observer.

Relative to whom? The local observer?

One which measures local proper time passing perfectly.

I'm discussing GR and Einstein's ideal clocks. Atomic clocks, while the
closest we get to ideal clocks, didn't exist during Einstein's time.

I'm talking about ideal clocks, theoretically even better than modern
atomic clocks.

Perfect vs. nearly perfect.
