The frequently-used terminology about "changing frames" is misleading 
and unfortunate (although Silvia DOES clarify the comment well).  The 
accelerating twin can be considered to ALWAYS be at the spatial origin 
of a SINGLE frame (his "natural" reference frame).  During some time 
intervals of his life, that frame may be inertial, but there will always 
be at least a small time interval of his life where he is accelerating, 
and thus his natural frame will not be inertial then.  It is also 
possible for him to be accelerating during the entire trip, in which 
case there are NO time intervals of his life when he is inertial.
