The US military-industrial complex is mad-keen on getting the American government to encourage it's allies to spend more on defense, on the basis that a lot of that money will get spent with the American defense industry. Mary Kaldor's "The Baroque Arsenal" from 1981 https://www.foreignaffairs.com/reviews/capsule-review/1981-09-01/baroque-arsenal argues that the industry has an interest in promoting over-complicated weapons systems that they can sell for higher prices. In classical Greek armies, the armored infantry-men were the citizens who were rich enough to afford bronze armor. If you were less well off you carried a bow into combat, and had to run away if somebody with good armor and a sword or spear came after you. And who bribes the buyers to get them to prefer F-35's? Non-American politicians are well aware that buying US weapons makes America politicians happy. There is when USA does it. They diverted Swiss F35 purchace money to patriot missiles. The president threatened Canada with an F35 kill switch. Happily, you weren't around to make the choice for WW1 and WW2, and you weren't actually of voting age when the US decided to set up the Iron curtain. It is an attention-getting activity.
