The auot-delete is possibly due to the use of "small" SSD and Apple not wanting to clutter those up with large installer files. It is also likely another carry-over from the "iOS-isation" of Mac OS. Technically all installers should download to the Downloads folder (or even better, ask the user where to save them), not to the Applications folder, and they should be left there until the user deletes them.
