If you read AppNote 240 you'll probably understand why.

Keeping the clipboard content under the control of the original application
allows that application to serve it up in various formats as requested, when
a paste occurs.  Otherwise the clipboard might have to store versions in
EasiWriter format, DDF, RTF, HTML, Text, CSV, and whatever else a versatile
application might be able to offer.

It's very neat, and can work beautifully.  It's just a pity AppNotes 240 and
241 appeared relatively late in the history of RISC OS.
