They don't need to switch. Everything just works. If they don't "switch" then you wake up in the morning and the all your neighbors have switched, and you aren't on the same time they are. Run the date command, and you'll see that in fact is *has* switched. In my case one day it says AKDT and the next it says AKST. Or the other way around.
