They wouldn't.

I saw the same thing happen between a computer and a printer, on the
parallel printer port. The ground connection on the mains socket was
faulty or disconnected. The case was floating at half mains voltage,
that is, 110 here.

I saw the spark, so I quickly found the problem.

Yet touching the metal on the case wouldn't kill anybody, because the
current flowing was very very small. Unless that person had wet hands,
bare feet, and the current happened to flow through the heart. Bad luck :-)
