It forms a layer between local and provincial governments and is answerable to nobody. Predictably, they are arrogant and irresponsible, and spend money like water - often on schemes that don't work. The general rule is that, given a number of options, they'll pick the most expensive one, because that lets them build bigger monuments to themselves.
