opinion means nothing, you need to look at fact.

Since I couldn't use my Kobo Mini until I had gotten it online, I suspect 
like my Blackberry Tablet it wouldn't do anything until it was loaded with 
the latest firmware.  SInce that could happen, it can't be loaded in ROM, 
it has to be flash memory.
