What do you mean by "off"?

- a light press of the power button (or just leaving it alone for ~30 
seconds) so the screen turns off, but it will still ring, and you can 
wake it up immediately with another press of the power button

power off/restart options? and will then take a minute or two to boot up 
when you turn it on again

Android apps are designed to save their state and return to where they 
left off, even if they have stopped and restarted since you last used them.
