Actually, people have been taking over such vacant lot/groups 'forever'
because 'that's a better thing to do' than such as the formalized
process of creating a new group (and/with a new charter etc).

Sometimes the usenet admin oriented folks get a little full of
themselves and their wish for highly organized anarchy. :-)

In reality, a group is whatever the occupants who first find/arrive,
then lurk, and ultimately contribute and make of it, for better or
worse, not anything usenet admin might think.

I would argue that a newsgroup is a trust, it exists for the reason it was
created. When people claim they have a right to do whatever they want
with it, then that newsgroup is lost. I've seen plenty of newsgroups
devolve because the "regulars' wanted it to be a hangout, better done in a
more private thing like email. The people who want to discuss the actual
topic, who are often the backbone of that newsgroup, leave, so there's
even more space for the "hangout". I've seen new people arrive, and
almost immediately become part of the hangout, proving themselves because
they can post off topic as well as the "regulars", and not having to fuss
with the topic of the newsgroup. The "regulars" make a horrible example,
and the newcomers want to fit in, so they follow what's already there.

Usually by the time the newer people have moved in and taken the newsgroup
elsewhere, it's too late to stop.

I don't know about the news.admin hierarchies and haven't sought to change a
charter but when I wanted to get a new group set up I found that
news.groups.proposals was useful. If nothing else they may at least point
you in the right direction.

FWIW there may still be some invalid Usenet instructions out on the internet
which come high in search engine results. I remember something about a
domain and web site which were still live but no one could contact the owner
to get the content corrected or removed. Anyway, it seems the right place
for the big-8 hierarchies is

  http://www.big-8.org/

That's a good place to start. news.groups used to be the place to discuss
things but that turned into rather a trollfest, hence news.groups.proposals
was created (it's moderated).

news.admin.* is more about newsservers, peering, etc.

In particular, the old process of big-8 management where you used to need to
get 100 more yes than no votes is long gone - essentially you just need to
write a proposal and convince the Big-8 Management Board. Arguably less
democratic than before (but few people voted at the end), though less
bureaucratic and theoretically can move faster.

(been lurking around news.groups* since I got a group created in 1997)

Oh, vacant was it?
(A land without people for a people without land. Something like that.)

In this case, the Board only has to send out a remove message and this one
goes away. If it was so empty, they have either looked at it and for some
reason decided to keep it, or haven't yet gotten to it.

Oddly enough, if enough traffic appears here, then it would be really easy
for the Board to create a new newsgroup, with a more fitting name.
Everyone moves there, and this one deleted for lack of traffic.

I know alt.dumpsters was taken over for discussing dumpster diving
(someone had created it for some other reason, then the original traffic
died off) but I'm not sure it's such a good idea to claim jump a Big Eight
newsgroup.

SOmeone should look for the existing faq, or at least find something about

How about we have an Infrequently Asked Questions section? That would
be fun.

1. A train leaves Brussels bound for Saint Petersburg at 33.5 km/h. A
second train leaves Saint Petersburg, traveling for six hours at 62.3
km/h and afterwards at 25 km/h. At what time do they serve the wine?

2. Given a universe expanding at infinite velocity and a finite quantity
of known matter, in which direction does the water turn when you flush
the toilet in the southern hemisphere?

etc.

How about that the Charter is as follows:

1) All subjects are on-topic.

2) Errr ...

3) That's it.

Is ftp to rtfm.mit.edu disabled? Or just down at the moment? Or is it
just me? No response to ftp or sftp, although it serves a page by HTTP
that says you can get there by ftp. If a comp.misc FAQ does exist,
that's the canonical place to find it.

Similar.

Neither <ftp://rtfm.mit.edu/pub/usenet-by-hierarchy/> nor
<ftp://ftp.uu.net/usenet/news.announce.newgroups> are responding for me
at present.

If this group was created as 'obvious' at the time of the Great
Re-naming in '87 it probably never had a founding FAQ or charter. The
only other clues to what it was originally expected to contain, are the
name, and the description "General topics about computers not covered
elsewhere".

Those are two resources I'm not familiar with. And what is FOAK? I don't recognize the acronym, if that's what it is.

That ftp address is one of the places traditionally associated with
archiving internet documentation.

Article <1lhl53s.anuf0r15z8tg8N%kmorgan@spamcop.net> posted today in
news.newusers.questions reminded me of <ftp://ftp.isc.org/pub/usenet/>
which does respond and has lots of stuff. But no FAQ or charter for
comp.misc as far as I can see.

The acronym is probably, in this context, 'fount of all knowledge', used
perhaps as a euphemism for a web search
<http://www.acronymfinder.com/foak.html>.

Nice! I want some of that action...

3. The first true nuclear reactor built by the researchers of the Manhattan Project
during WWII had a safety shutoff system consisting of Ag-In-Cd control rods
suspended by rope that was to be cut by an axe-man in case of a runaway
supercritical chain reaction. The axe-man was Norman Hilberry. What color pants
did he wear while on axe-man duty, and what color would they have been
afterwards had a reactor SCRAM been required?

And on dialup, you soon learned to avoid keeping a local list of the
newsgroups, it just took too long.

That's one thing google is good for. Use it to find where a certain topic
is being discussed. The naming of newsgroups is usually pretty good, but
may not be immediately obvious.

I remember once wondering where "dumpster diving" was discussed, and found
alt.dumpster and misc.consumer.frugality Maybe I'd find the first one
looking through names of groups, but not the second one.

Hmmm... when I said "remember", what I actually meant was "find when I went
back and scanned through every message posted here since we moved in". Also,
I hadn't really thought that this would become a complete list of all active news
groups, but rather a list of active groups recommended by comp.misc posters...
on the theory that we all probably have overlapping interests and might therefore
enjoy similar newsgroups.
