It's a private hierarchy, so it's not subject to the board management model that the rest of the Big-8 are, and the newsgroup structure isn't going to change, so there's not much management to do. The hard part - and it is an advantage of Usenet - is that first you have to get other news admins to peer with you so the articles propagate; then you have to convince NSPs to carry your hierarchy. That second task is tough. But once your articles are propagating, the techncal part of managing a hierarchy is not that hard. I think running an NSP (log ins, user support, etc.) is a hell of a lot harder. Have a look at www.dictatorshandbook.net to see more about the subject matter on those 8 groups.
